Notes:
EV_STARTUP is triggered on an object when it starts up. EV_SHUTDOWN is triggered when an object shuts down. This event can be used to record information to the ship database object. eg. The space designer might want CF_TORP_AMMO to be updated when a ship goes into dock.
EV_LOW_POWER is triggered on an object on each turn when its engine output is below 5% (minimum power to maintain life support).
EV_REACTOR_DRAIN is triggered on a ship when it is experiencing a reactor drain (see the drain_reactor spacecall).
